Besides, I thought this stimulus money had requirements that it be spent in a certain period or it would go back so that other states could use it.

People I've talked to who work in government said that is one way to really get in trouble in the government: misappropriation of funds.

The problem is the PA state senate is heavily gerrymandered here, giving the GOP almost a near 60/40 super majority, even with the democratic waves of the last 2 cycles. The state GOP blames voting for tax increases as costing them control of the other PA legislative branch, and once stimulus money for unemployment benefits runs out it becomes a tax increase.

But Rendell is too busy trying to have his way in our state's 3 billion dollar budget shortfall, and doesn't want to spend his political capital on the stimulus money.
