He's a minor political functionary of some kind (or was, at least)-- and she is his wife. Ensign's the pig here. He may have taken money, but so what? Frankly, I would've done the same thing. I'd rather hit Ensign in the only place he feels it (the wallet) than just shuffle off into obscurity or make a public accusation and watch Ensign easily weather the storm.
