Activists fund TV ads that claim legalising drug could solve financial crisis

It has been touted as a successful treatment for everything from insomnia and depression to Parkinson's disease and multiple sclerosis. Now supporters of legalised marijuana are making perhaps their most extravagant claim yet: that the drug can solve California's spiralling financial crisis.

A series of television ads was launched yesterday supporting a bill by Democratic assemblyman Tom Ammiano that would regulate and tax the sale of marijuana in the Golden State, where Arnold Schwarzenegger's administration is in a $26bn (£15.9bn) black hole.

5. California's been fiscally mismanaged for the last 2 decades
I think GM might have shown the only real roadmap for saving California.

7. Enron definitely took a bite out of California, but the worst thing that ever happened to CA
was the dot-com boom. They set up so many guaranteed spending programs, which assumed the windfall tax receipts related to the dot com boom would last forever. They became forever addicted to a one-time flow of tax revenue and have never been able to kick the habit.

10. Proposition 13 started it all
Proposition 13 in the mid-1970s vastly restricted the growth of property tax revenues. In turn, the state began replacing lost revenue to local communities. As time went on this became unaffordable. Prop 13 was sold as a way to prevent ordinary people from losing their homes. That could have been accomplished by leaving the benefits only for primary homes and farms, and not for secondary homes, apartment buildings, and all commercial and corporate-owned property. As it is, it was the greatest transfer of future tax liability from business and wealthy to ordinary people in California's history.
