confused by this tweet

ok so I follow my congressman on Twitter (call me a dork if you must) and usually his tweets are pretty good, and he's fairly progressive. He's one of the powers that be in the House WRT healthcare.

So I just got this tweet from him and am a little confused........

WTF are these tax credits doing in there? Anyone know?
