Then they proceed to criticize it. It's going to be like going to the DMV, name one efficient govt agency, etc, ad nauseum.

Um, this is from the GOP Leader, the Republicans putting a spin on the Democrat's plan. Basically, they're making fun of the Dems. Don't take it seriously.
