Are 'vehicle miles traveled' better way to fund roads? Study in works

You may have heard the ads -- you can make $895 if you're willing to have a device in your car to test a new way of financing road construction.
It's not a scam -- it's a University of Iowa study to see if taxing motorists by miles traveled could someday replace the gas tax. A small, on-board computer system measures mileage. Participants in the 10-month federally funded study will be sent mock invoices to show how much tax they'd pay if they were taxed by the mile, rather than by the gallon.
The study wants 250 motorists in Chicago to be part of a nationwide group. Thousands have already signed up, so while it's not too late to try, not everyone will get in. The study wants a mix of ethnic groups and incomes. snip
Study participants must have a driver's license and insurance, and own a 2000 or later model car that is compatible with the computer.
