Now that California has a budget, are they paying off the IOUs?

Now that California has a budget, are they paying off the IOUs?

None of the stories I have seen on the budget deal is saying one way or another.


It appears the budget has made deep cuts in many programs that are part of the "safety net". It's good that California has a budget and all... but removing the safety nets will only lead to bigger problems down the road, I would think.

2. I didn't know they had a budget...but I gather that in order to pay off their
IOU's they need to borrow money and whether banks will lend them money is another thing, depending on what they think about having issued the IOU's...whether it was a smart move or not.
