He takes some 9/11 survivors who are sick and can't afford American health care to Cuba to be treated. They were treated, given drugs that would have cost 3 times more in the US and got care they could only dream of getting in the US. The Cuban's were only happy to help (of course, it's great propaganda/publicity for them to do so).

The documentary also shows the health care systems of Canada, Britain and France (all national/universal health care systems).
