The Anchorage Daily News scored a confidential report in the Palin ethics inquiry, dated July 14, 2009:

The upshot was that the governor's friend Kristen Cole created and is the trustee of the fund. She's been appointed by Palin to several boards and there's a strong likelihood that the trust giving Palin that much money (with her official imprint) could be seen as a way of gaining future favor. Of course, Palin quitting undercuts that particular area of complaint, doesn't it?

Federal officials like Hillary Clinton have official legal defense funds, but the Alaska law doesn't allow them yet. The report recommends Palin withdraw from the trust, refuse any gifts, apply to the state government for reimbursement, and that the ethics law be changed.
