Will the new bill contain the amendment to allow states to have
a single payer implementation if they so choose and how would it be funded on the stste level? Single payer was predicated on a payroll deduction of 3.3% from an employee's wages and 3.3% employer match on the federal income tax.

3. There are multiple bills. I think the OP means the House bill.

A mass email I received from Senator Bernie Sanders today refers to a Senate bill:

"A member of the Senate health committee, Sanders voted for a broad health reform bill that includes his proposal to dramatically improve primary care by expanding community health centers. The measure also includes a unanimously-adopted Sanders amendment doubling penalties for fraud by health care providers. The panel did not go along, however, with a proposal to let states experiment with effective and efficient single-payer health programs."

4. Why is an amendment needed to allow it?
As far as I know, there is nothing right now that prevents it. Even if Congress passes a bill requiring people to have health insurance, that insurance can be a state-run plan. It also looks like Congress is going to require employers to offer insurance or pay into a fund, and what is to say that fund cannot be state run?

The reason for that is preemption. Preemption comes from the Supremacy Clause of the Constitution and what it means is that any federal law - or regulation - trumps any state law that's in conflict with it. What's more, preemption of state law can be express or implied so even if the bill doesn't say it prevents states from establishing a single payer plan, it still might.

So, I guess the idea is that whatever is created at the federal level can prevent States from creating any plan that is in conflict with the federal plan.
