Now, that's rather tautological, but since the Constitution calls itself the Supreme Law of the Land, that gives a lot of powers to Congress. It would certainly seem to me the power to create a health care system is at least implied if Congress has the power to create a postal system.
The Constitution does lists things that Congress specifically cannot do. Health care isn't on that list. Nothing like it is on that list.

And you know what? They speak French in Canada, and the French are Socializers, not doctors. So we can't have no Socializing between doctors and Sinners in our House on our Soil!
