I think the dictatorial powers given to the executive branch |

through the last administration and the Congress, by doing nothing, should be used by Obama to declare that Medicare shall henceforth be for Americans at age 40 and any American with a disability by executive order. This could be done under the banner of national security. Anyone who disagrees in Congress can be threatened by possible enforcement of the Constitution and the laws of the land on the previous administration.
