Declassified DoD doc details plans for Iraqi puppet govt.

This past August, some FOIA disclosures from the Pentagon seem to have fallen through the news media's cracks:

All of these documents appear to be from May 2003. One particularly interesting document, "OSD Notional Interim Authority Action Plan," is transcribed by me below:

OSD Notional Interim Authority Action Plan

* Step #1a: Draft "Interim Authority Basis of Cooperation" (by mid-May)
* Step #1b: Create Organizing Committee (by mid-May)
o Organizing Committee to include Group of 5, plus 8-14 other Iraqis (TOTAL SIZE: 13-19)
o USG solicits recommendations from interagency, Coalition, Group of 5.
o USG decides which Iraqis to join - they sign "Basis of Cooperation."
* Step #2: Create Leadership Council (by end of May)
o Leadership Council to include organizing Committee, plus up to 30 additional Iraqis representing groups and regions. (TOTAL SIZE: 25-49)
o USG solicits recommendations from interagency, Coalition, Group of 5.
o USG decides which Iraqis to join - they sign "Basis of Cooperation."
* Step #3: Create Other Components of Interim Authority (by mid-June)
o Leadership Council to select members of Consitutional and Legal Reform Commissions.
o Constitutional Commission to include 65-member Opposition Committee, plus 90-120 Iraqis, apportioned by population. (TOTAL SIZE: 150-180)
o Legal Reform Commission to include 9-15 Iraqis. (TOTAL SIZE: 9-15)
o Additional components of Interim Authority to be defined later (e.g. regional consultative councils, Consultative Assembly).
o USG vets and retains veto power over any selections, all of whom are required to sign that "Basis of Cooperation."
* Step #4: Baghdad Meeting inaugurates Interim Authority (by end of June)
o Attended by Interim Authority, Coalition, United Nations.
o Each branch of Interim Authority meets to organize itself, adopts rules of order and work plan, create subcommittees, elect chairmen.


In case you haven't already figured it out, "USG" means "United States Government." What this document essentially shows is that in the original planning stages for the Iraq occupation, as already suggested by others, the U.S. was very reluctant to allow Iraqis to elect their own representatives. Now, this may not exactly come as a newsflash to anyone here, but it is nice to have some sort of official documentation to support the idea that the U.S. really wanted a puppet government to rule Iraq.
