Totally your choice.

You check a box for either plan either on your W-9 when you are employed or on your tax return if you are not employed (note -nothing is preventing the unemployed from continuing to use COBRA or any private plan they can find, just like now.)

1. CorpCare remains completely unchanged from the way it is practiced today. Whatever the plan at your employer has, that's what you get - no government reform whatsoever. Same applies if a person prefers individual coverage from a private company.

2. CitizenCare means that you automatically have a special payroll deduction taken out of your wages - similar to how Medicare and SS are handled currently and yes, it would be on top of those taxes if you are employed. It would be a LOT more than those taxes, because it is essentially your premium. If you are NOT employed, opting for Citizencare would give you a higher tax rate which is how your premiums would be paid. It would be some percentage of adjusted gross income with a cap for higher incomes and a credit for lower incomes. CitizenCare would be a part of Medicare.

Why couldn't it be this simple? Why waste all this effort on reforming the unreformable - CorpCare. Let them rise and fall based on their own actions or inactions. Let's see where the majority of Americans would come down if they actually had a "CHOICE".
