Congress really doesn't want to get into any kind of discussion about what would or would not be covered by a public option, so the idea of community co-ops appeals to them. Each co-op would make its own determination as to what it would cover, and that would be just fine with them.
It's too easy of an "I did something about health care!" and "I didn't force you to pay for X,Y, and Z on the taxpayer's dime!" for them to resist.

a few months ago everyone was worried about the gang of 6 non plan for no damn reason.
Baucus' plan will probably not even make it to the floor. It may pass committee only for the sake of moving the process forward.
