The Executive Branch would carry it all out - congress can't do anything but pass laws. It can't actually run the programs.

5. True conversation with a State of Cali Senator |

who is also a "fiscal Conservative.:
He was railing against this waste of the guv'ment one Sunday morning to anybody who'd listen to him at the local Starbucks
So I asked him... since he is willing to cut all to the bone and drive taxes to zero... does that mean your pay will go to zero? I mean Taxes PAY FOR YOUR SALARY.
I did not go for the holes in the street,
Or the kiddies schools, or even the roads. I just went for the jugular. I pay his salary from my taxes.
He looked at me all confused... NO TAXES DO NOT PAY MY SALARY.
I carry computer, so I went to the actual budget for the state, and pointed to the section on government jobs... and pay... trust me, he could not connect the dots, or wasn't willing to do such... he is not a government employee.
I reminded him that not only is he paid from the public trough, but that he works for ME, and that it is HIGH TIME they do their job in Sacramento.
The people he was trying to convince on the horrors of government one of them asked, well he's saying that government is inefficient.
I turned it. I told this person, realize Cal Trans will, since brilliant anti tax people like HIM, cut down the gas tax in California, which fund Caltrans. I am sure our brilliant senator, beholden to private industry and interests, didn't know that. After all he is one of our employees, but does not even realize WE pay his salary.
He walked out, not willing to take on the discussion any longer, and I spent the next hour or so educating people on how the government is supposed to work and why silly shit like taxes are not that evil... when well managed by employees (read legislatures) that understand their job, which they don't any more.

I get this feeling of satisfaction reading what you did. On one hand I am outraged, but on the other there are people like you and I who have the sense to know what is happening, and what should be happening.
These clowns from the county all the way to federal government think that they answer to business interests. They've forgotten that it's about US.
I'm pretty upset about the power corporations have. It's killing more than just our country.
