Whenever there is a speech by the president to a joint session of Congress, the entire government is present...
except one cabinet member who does not attend.
That cainet member becomes president in the event of a horrendous event that removes the entire succession.
Who is the cabinet member in an undisclosed location?
Please, don't say Gates.
