References to the Senate or Executive Branch

Until the 109th Congress, it was not in order to make certain references to the Senate or individual senators. However, at the beginning of that Congress, the House removed the prohibition on making references to the Senate, leaving only the requirement that debate be confined to the question under debate and avoid “personality.” The precedents of the House allow a wide latitude in criticism of the President, other executive officials, and the government itself. However, it is not permissible to use language that is personally offensive to the President, such as referring to him as a “hypocrite” or a “liar.” Similarly, it is not in order to refer to the President as “intellectually dishonest” or an action taken by the President as “cowardly.” References to the Vice President, in spite of his role as President of the Senate, are measured against the standard used for the President rather than prior standards used to govern the Senate.

Criticism of the Speaker’s personal conduct
Impugning the motives of another Member
Charging falsehood or deception
Claiming lack of intelligence or knowledge

This planned antic by the GOP was their way of distracting the Democratic message for health care.......He is getting way too much attention here and in the media...more than healthcare reform. Think about how this was all planned and organized. GOP Rep.Boehener and Wilson were so very conveniently sitting in the first row.....The GOP Congress had copies of the speech for several days, especially Boehener....it was all completely staged! A Sara Palin kind of trick.

Thanks for the link and the phone number. I just called and spoke with a very courteous staffer to whom I read from his own page, the link to which you so kindly provided. Though he didn't ask for it, I gave him my name and my city of residence. I recommended that as per the stated rules I quoted, Mr. Wilson be subjected to disciplinary action. The staffer indicated he would pass the information along. Whether he will or not is another question, but I doubt they can ignore a torrent of calls.

I've only just learned of the circumstances of this outburst, so I'm sure I don't have all the details. But these rules highlight an important problem in American politics.

First, you'll notice that that short list of guidelines was misused in every way, in letter and spirit, for the past eight years, for the purpose of stifling what turns out to be justifiable doubt about Speaker Hastert's conduct, the motives of other Republican Members of Congress (including Ney, Foley, Cunningham, and on and on and on), the falsehoods and deceptions employed by the Republicans, and the ignorance of those same people. At the same time, those who did have the courage to speak out had their own patriotism questioned.

Almost every major, specific problem facing us today is a result of that criminal behavior: the tanked economy, the amoral wars we're fighting, the untold tens of thousands we murdered and the millions who want vengeance as a result, the billions we stole, and the metric tons of opium product we now control and move. And the larger problems which should have been addressed, global warming, global habitat and fisheries destruction, peak oil, and so on which were not addressed but should have been were hidden behind these same rules of conduct, which are observed generally on our side and exploited entirely by the other.

So maybe it's time to take the gloves off. Maybe it's time to start publicly recounting all of the dirty pool played by the GOP these past five election cycles. Maybe it's time to start calling the liars liars, the shills shills, and the gangsters gangsters. The mask of propriety is useless if it merely serves to conceal the darker principles under which this nation has been so tragically and inefficiently run.

As far as this particular jerk goes, all his outburst has accomplished is turning DU's Eye of Sauron on himself. He's got the (R) behind his name, which means there's a backroom deal, illegal contributions, and a live boy or a dead girl in his closet somewhere. Now we're gonna find it.

I watched the President's speech last night and was appalled by the behavior of Rep. Wilson. If the republican party wants to behave like thugs, please don't do it during a nationally televised speech to a joint session of Congress. At least have the courage to respect the decorum and civility of such an important event.

We don't need this. The guy is facing nearly universal condemnation for what he did. If you want to be writing to members of the House of Reps, it should be about getting the plan that the President put forward passed, not pointing fingers at some asshole when everyone has already jumped down his throat.

Not to mention that if we keep harping on this, the public may eventually begin to see it as piling on.

But regarding the 'decorum' in Congress, don't you wish some Representative or Senator would have called Bush a liar during one of his lying speeches?

Don't you REALLY wish they would have thrown their boots at him?

Fuck the decorum! I'd prefer the antics in the House of Commons any day.

and I am so tired of hearing people comparing the outburst to something tantamount to a session of Parliament. When you see the majority party and the loyal opposition going at it on C-Span, that is a business day. And the man to whom they direct their shouts, the Prime Minister, is the head of the government, not the state. This session was not ordinary business, it was a special address to both chambers of Congress assembled, by the Head of State. If an MP or a Lord ever had the audacity to yell "liar" at the Queen, the Head of State, at a State Opening of Parliament, he would be quickly shouted down by every and all sides with jeers and shouts of "SHAME!" "SHAME!" and would probably be run out of the place.
If only certain members of Congress could show such respect for the office of the head of state of the United States of America.
