Some of the bills designed to empower small donors involve things like matching every donation an individual makes (up to $100-250) with a 2-1 or 4-1 federal grant. So you donate $50, and the government donates $100-200.

Obama wrote a bill like that in the senate for empowering small donors in presidential elections. It would cost a few billion each election cycle for federal elections to be matched this way, but it would end hundreds of billions in subsidies to lobbyists.

If we get small donor matching grants (even 2-1 grants) then the netroots will become a gigantic force in political funding, probably bigger than corporations and unions.
