you need to look at the gross cost as well as the cost savings associated with the plan.

in addition you need to look at the sources of revenue that will be used to fund it.

How much is the exchange going to cost? What specifically are those items?

Some are tax credits to help people afford insurance. How much will they be?

There are going to be some administrative costs to set up the public option. How much?

I don't think it's too much to ask to have a document that lists out the things that we're going to invest in.
