I believe it was the pumps. Again, I seem to recall criticism that the pumps were underpowered to do the job at the water levels that Katrina developed. Of course, the real issue is that the Bush administration's asset allocation - spending a trillion+ dollars on an illegal/immoral war in Iraq meant there was less money for our infrastructure....they are inextricably linked. The Katrina results are only 1 manifestation of their decisions that directly impacted us and will again in the future.
