5. No dice with that copy
Digital cameras, and a lot of image manipulation software, add "metadata" about the image to the file using a standard called EXIF, and you can extract this; one of the "tags" is a creation timestamp. But it's often stripped out when the image is resized for the web, and there are no EXIF tags in this image.

The length and position of the shadow of the monument could tell you the time of day and rough time of year! But your best bet is probably to google for images of past events of that size and location, and look for one which matches, assuming the image is from a past event.

Note the date of the post (January), and that it's captioned "promise keepers march". It's clearly the same crowd.

20. Also notice it's the old Botanical Gardens, and that it's an AERIAL PHOTO
and the flight path the helicopter is on has been closed off since 2001.
