When they talk about COMPREHENSIVE reform of any kind, that's what it means, right?

They throw a couple sun-bleached bones to the people and a side of beef to every CEO and everybody's happy?

1. No. It is DC speak for dividing the benefits of a bill among many stake holders
some of which are. indeed. corporations.

It's a mechanism for diluting the loss of THE MOST IMPORTANT THING, by dozens of less important things.
