I'm inclined to accept President Carter's take on racial matters. He grew up in a deeply segregated system ( a beneficiary, however reluctant of that system in his early days) and should certainly be able to decode the symbols and statements.. And let's not forget that the repukes have been connecting left/liberal/social justice policy to race for a very long time in this country. And they've been connecting their own putrid right wing nonsense to the historically racist South for at least that long. REmember that Ronnie Reagan kicked off his run for the presidency in Philadelphia Mississippi.
