The "out" for these cops is that the prosecutor doesn't "feel" they did it with malice. If it was you or I, we'd be charged in an instant. FUCKING ARROGANT PIGS

I saved one a few years ago that got hit by a vehicle and was in the road. Poor bird. It's right wing was broken.

Hefty fines would normally be leveled at violaters as well as potential arrest (if they are caught in the act after being made aware of federal law.)
It's always wrong to kill babies, no matter what the species. Birds are extremely maternal. Assholes.

The part in the article about the officers' actions being consistent with what DOA might have done is beyond asinine. They probably would have caught all five of the birds and taken them to another spot.
The only solace we can take in this situation is that these two officers will be the butt of seagull jokes for the rest of their careers. They will never live this incident down.
