Money talks on Capitol Hill.
Hell, you don't even need to bribe him with the way the system is set up nowadays. All you have to say is if he does X, Y, and Z, you will use the $5,000,000 to run positive ads for Reid whenever he comes up for re-election. Imagine 24/7 ads that make Harry Reid look good to the public.
Conversely, if he doesn't use budget reconciliation, expect $5,000,000 in negative attack ads running 24/7.
