Why is Luis Carriles still walking around in Miami? I understood it

when shrub was in power, but he's still walking around free as a bird.

He blew up a Cuban commercial airplane with 72 people on it. The US said that he couldn't be extradited to Venezuela because their were fears he would be tortured. Ok....but why is he walking around free? Is it because he is ex-CIA?

It was the name of a Lennon song that the surviving Beatles released in the late 90s.
