1. They're key-word spamming.

Either that, or they're trying to hide the fact that they're posting the same ad over and over again (spamming).

2. Several things
1) it's a paid-for posting, so the person who posts it gets $$ for everyone who clicks their link or whatever.

2) the words at the bottom are tags that will show up in Craigslist searches (Xbox, cables, PC, iMac, google, Play Station, etc)

3. It looks like he threw in as many potential keywords as possible
Same thing some EBay sellers do when they put several name brands in a title to increase search hits.

5. It means Sarah Palin is trying to articulate her technology policy.
With her standard level of success.

6. That's weird...
Now it could be encrypted text but it's probably just that it was posted by a spam bot.

7. Is Sarah Palin practicing her tech keyword spam skills in hopes of
getting a job on the intertubes?

8. Definitely spam.
That blob of text at the bottom is an attempt to get indexed by Google for as many keywords and phrases as possible in order to attract traffic to the website he mentions in the main body of the post.

It was probably done by some kind of automated software that's scraping text from Google results and concatenating a bunch of it. This looks like it was done rather ineptly.
