When did he, Obama, start trying to limit the proliferation of these things??? let's see..a while ago.

"Lugar and Obama traveled together to Russia, Ukraine and Azerbaijan in August 2005 to oversee a number of Nunn-Lugar projects. Obama and Lugar introduced the legislation in November 2005."

Obama had great interest in trying to stop the proliferation of these things throughout the world. It was not just some kind of junket, Obama asked all kinds of questions on everything associated with these weapons. It was a low key yet very important step.
