We must deny al-Qaida a safe haven and reverse the Taliban's momentum while strengthening Afghanistan's security forces and government
Strategy for Afghanistan must include a policy for Pakistan
We expect those who are ineffective or corrupt in Afghanistan to be held accountable
We will not set goals that go beyond our responsibility, means or interests
