This of course is IMO. Some people feel the need to hurt themselves and it can be in response to severe neglect and mistreatment. A lot of cutters say that they do it in order to at least feel something as though the lack of pain is worse.
It's not always a response to neglect, I think it can also be more of a direct mental illness. I had a friend in college that was a cutter in high school. She was able to get over it with Psychiatric help and what turned out to be a pretty supportive family environment.
