Don't forget, foreign airlines may or may not follow the same procedures as US carriers. If you want to talk about someone who thinks they're above the rules, you've got to read the account at the second link. This guy paid his money and bought himself a jacket, so now he's Corps Commander of the Houston Regional Community Chaplain Corps. He honestly believes this gives him special permission to intrude on any accident or incident that he witnesses and announce himself as a counselor there to comfort and pray over people.
