i don't believe cap and trade is an effective solution.
as i have previously stated, however, i think it would be much better if we embarked on an infrastructure-building program the size and scope of the interstate highway project. build nukes, wind farms, and solar. then tear down the coal plants.
a program of this size will put a lot of people to work, and it won't enrich some asshole carbon trader or send another job to China.

Mostly because the last one was so effective. I too am not a fan of cap and trade; there needs to be a much more radical solution and it needs to be world-wide. It's going to have to get much worse before anyone is forced to change anything.
I recycle, compost, drive a hybrid, and conserve where I can, but what little bit I help is wiped out in an instant by an oil spill in the Persian Gulf or an chemical plant dump in China. I harbor no illusion that my individual efforts are doing any more than granting me the smug ability to say "it ain't my fault."

No, it will not likely make a significant difference.
But these meetings don't change the world in one session, they make incremental changes that, hopefully, make the difference that we need to see.
192 countries will not easily agree to solutions and rules by which each country must abide.
