Are federal employees subject to state labor law?

Are federal employees subject to state labor law?
I've been working for about three weeks, and it's only on Monday that I found out that we were allowed to take breaks, so I have three weeks of missed breaks.

Are federal employees *allowed* to take breaks on a workplace-by-workplace basis, or are breaks *mandated*, as they would be covered by California state labor law?

1. Federal employees are not subject to state labor laws.
Furthermore, if you work at a federal facility, you give up a whole bunch of your civil rights.

And, worst of all, if the federal facility you work at has streets and roads (like mine did), if you are arrested for running a stop sign (as I was) you go to federal court (and boy howdy, let me tell you, the federal court judge DOES NOT like minor traffic violations showing up in their court rooms). But I got to sit with a number of drug dealers arrested by the DEA! And at least one guy that was charged with interstate transportation of a minor for purposes of, well, pedophilia.

All in all, including the pat down by the court officers, an experience I don't want to repeat.

2. Must depend on what agreements exist between the local
jurisdicition and the Federal installation. At Langley Air Force Base (a federal facility with its own roads) when the Air Police give you a moving citation, you go to Hampton,VA city traffic court. That court fines you and assess points on your Virginia driving record. Naval Station Norfolk use to have its own traffic court.
