How much Senate "dithering" is due to Senator Reid?

How much Senate "dithering" is due to Senator Reid?
He says the reconciliation rule is not necessary, yet here we are in endless debate over the same talking points on every amendment. We already can see (opinion) that the bill has to reflect how much money
Democrats want to protect as contributions from health and drug companies, so we have to temper the bill accordingly.

After that it seems focused around 3 or 4 votes that would not be needed under reconciliation anyway. So we pass a bill with 51 votes and it does not include JoMentom or Blanch or the others.

While we are at it let's get rid of all the amendments and corporate giveaways.
