2. Who says they will accept it?
The Senate doesn't have pre-eminence in coference. What comes out of conference may look little like EITHER version.

The sticking point is that whatever they come up with still needs to attract a majority in the House and 60 procedural votes in the Senate (4-6 endangered Democrats will likely vote for cloture and against the bill itself).
