I'd like to know who when and how the annual cap was put back into the Senate bill.

I'd like to know who when and how the annual cap was put back into the Senate bill.
That is a particularly egregious policy and one that easily sends thousands of American families into bankruptcy court every year. This is a specific policy that President Obama has been clear to disapprove of and one of the polices he said would cease as soon as the bill was signed.

So who how did it reappear? I know someone can share the facts with us.

"The idea would be to narrow the range of limits that could be imposed and then gradually phase them out over several years."

The idea should be to PROHIBIT the limits.

As Majority Leader, Reid alone is responsible for combining the bills that came from the Senate Finance Committee and the Senate HELP Committee into the bill that went to the floor of the Senate. But neither of those bills had a lifetime limit on benefits. That was manufactured solely by Reid–in violation of the promise made repeatedly by President Obama."
