Why didn't we pass HCR immediately after Obama was elected?

Why didn't we pass HCR immediately after Obama was elected?
After Obama was elected the country was beyond elated.

So, why did we wait?

Why didn't we have this bill ready to go forward immediately?

Why did we have town hall meetings?

Sorry if this post seems simplistic but it's been weighing on my mind a lot lately.

Then we had to find some more billions for the Pentagon. THEN there was time to finish screwing the democratic base.

And they had make sure enough time passed for the doubts to set in and for the insurance lobbyists to spend hundreds of billions telling people why reform will kill grandma.

Makes me wonder... how much healthcare would $269 Billion pay for? (Or was that Million... Sorry, Don't remember.)
