What constitutes "blame" is completely subjective.

What constitutes "responsibility" is exponentially less so.


The question isn't who is to "blame", but who bears responsibility...and, generally, ALL involved parties bear responsibility in any interaction.

Seriously, the use of "in any circumstance" is a bit broad, don't you think?

2. Not in the context of the statement.
I don't think "blame" is a valid concept. Further, I think we limit the discussion (and the possibility of reaching sound solutions) when we bring the concept of blame into the mix.
