8. It was, to an extent, designed like that. Awarding all states 2 senators, regardless of population,
was designed to give voice to smaller states who would, otherwise, be creamed repeatedly (yes, creamed is the legally correct term, lol). The evolution of the rules, like the filibuster has far exceeded that initial goal and I don't have to tell anyone here we now see the will of senators representing 1% or 2% of our population dictating to the entire nation.
