1. By "efficient, functional, logical and moral"... do you mean for the public, or the HMOs?
If we're strictly talking from the perspective of the private, for profit insurance industry... I might have to go back and change my vote.

that covers everyone in the country--both treatment and required drugs.

7. Fully nationalized healthcare
Until all health caregivers, researchers and administrators are working for the people, there will still be too much profit in the system to have any real reform.
