the difference between giving them a pass (can't) and giving them the finger (won't).
I've seen a lot of "won't" masquerading as "can't" lately.

Just as Telling a schizophrenic that they won't get with reality is the perspective of the uncaregiver. Telling society that a shizophrenic can't get with reality is the perspective of the caregiver.
Telling a politician that they won't get the job done is the perspective of the disappointed. Telling society that the politician can't get the job done is the perspective of the pr people and press secretary.

Won't is a contraction for will not.
Will is : The mental faculty by which one deliberately chooses or decides upon a course of action
Will not or won't is a choice not to do something.
Can't is a contraction for can not.
Can indicates a mental or phisical aiblity.
Can not is an idicator that the action isn't possible due to a lack of ability.
