Has anyone heard that the House bill might be substituted for the Senate bill?
I was just reading a thread over at Kos, and ran into this interesting question.

The poster said "David Waldman mentioned it earlier today... this is known as a Substitute Amendment... it is voted on between the Manager's Amendment (the cloture vote at 1:00 AM Monday morning) and the Underlying bill, which is the final vote(s) before the bill leaves the Senate. Voting to pass the Substitute Amendment doesn't replace the Senate bill, which would be nice, it just moves the process along."

I thought the House was done unless there was reconciliation. So at this point all I can do is watch and ask silly questions.

1. No, that is not true. The substitute amendment IS the Senate bill, not the House bill.
Basically, the current bill is some random bill from the house relating to a home-buyer tax credit. This is a shell bill, and it has to be done this way because of a constitutional technicality.

The substitute amendment says, replace this entire shell homebuyer tax credit bill with the SENATE healthcare bill.

And the manager's amendment is an amendment to the substitute amendment (that is, the Senate healthcare bill).

The house healthcare bill has no chance of passing.

4. Thanks.
You are on your game! Alright.

I was worried that there was yet another tier of complexity in bill passage that I was unaware of. There probably is. But this isn't it.

5. I saw a good comment today. They can pass it,
but if they do so all males in the Senate must have vasectomies. :)

3. I am so at sea about healthcare that I've tuned out. I'll just
wait for the final outcome and hope I can understand it.

I've never felt so stupid or helpless about anything in my life.

9. I've read that Senate Dems have warned the House not to
mess with their bill in committee.

(I'm guessing that you could see lobbyist's mouthes moving when the Senators were speaking. But they do a very good job of hiding the strings.)
