I understand there are 2 more procedural votes requiring 60 votes this week. What are those about?
I thought there was only the cloture vote. Help me out will you please?

1. I think there are 3 -
The bill is now in reconcilliation with the House to come up with a final bill that needs to be voted on in both chambers. In the Senate, when it comes back for reconcilliation, there needs to be a procedural vote requiring 60 ayes to debate the final bill. There there needs to be a cloture vote after 30 hours to end the debate. Then there's a final vote for passage (another 30 hours later, I think). That's why they can't get it done any earlier than 7pm Christmas Eve.

3. The bill is NOT in reconciliation with the House
There are two more procedural votes to get the Senate bill to a vote on the floor of the Senate, but at worst the votes could slow it down, not kill it.

Then they have the up or down vote.

Then it goes to reconciliation.

2. Here's what I think:
The vote at 1:00 am Monday finalizes the "managers" admendment. Must wait 30 hours to end the debate on that finalized bill. So next vote is to finalize that debate (Cloture). Then another 30 hours and the final vote on the bill which just needs a majority (51) to pass.

By having the vote on the Manager's admendment, the leader can "test" to see if he really has 60 on board to go to cloture. If that vote had failed, Reid would have had to go back and try to pick up the pieces, "bribing" whomever needed it to get on board.

SUMMARY:

The first vote is for Amendment 3276 (deal reached with Nelson/Lieberman). And then they need to vote to substitute the amended bill for the original bill (Amendment 2786).

DETAILS:

SCHEDULE FOR MONDAY, DECEMBER 21, 2009

The Senate stands in recess until 12:00 o’clock Monday, December 21. At 12:00 noon, the Senate will resume consideration of HR3590, Health Care Reform, and will resume post-cloture debate on the Reid-Baucus-Dodd-Harkin amendment #3276, with the time until 12:30pm equally divided and controlled between the two Leaders or their designees. Beginning at 12:30pm and until 6:30pm there will be one hour alternating blocks of time, with the Democrats controlling the first block. All post cloture time will continue to run during any recess, adjournment or period of morning business until 6:30pm Monday.

If all post-cloture time is used, the vote on adoption of the amendment would occur at approximately 7:20am Tuesday, December 22. Immediately upon adoption of the amendment, the Senate will proceed to vote on the motion to invoke cloture on the Substitute amendment #2786.

7. There are either 4 or 6 votes in total - depending on the Conference result
1) two votes on the Manager's amendment - one for cloture (60), one for the vote.
2) two votes on the complete Seante bill - one for cloture (60), one for the vote.

Then it will have passed the Senate and will go to conference:

If the House passes the Senate bill completely unchanged, no more Senate bills are needed and it goes to teh President.
If the Conference report is different, it has to pass tha House and have 2 Senate votes - one for cloture (60), one for the vote.
