Harkin is saying that the Medicaid expansion bribe Ben Nelson (100% federally subsidized in perpetuity) will cause other states to follow suit. I'm sure some will but I don't know if Harkin is really aware of just how much some of the redder states in the union have been taken over by fundie morons and Grover Norquist bathwater drinkers.

I live in Arizona and I seriously doubt the morons who run this state will try to get more federal money. Our wingnut legislators wanted to make such drastic cuts to schools and social services this session that it was threatening federal matching funds. And they didn't care. It was too much for our governor, herself a fundie moron, so she vetoed it.

At lot of folks in the DC Village just really don't seem to understand how bad it is in some parts of Jesus Land.
