1. Maybe not cruel and unusual, but petty and pointless
These guys are already DOING TIME. Running a prison doesn't have to be about random acts of petty meanness. This isn't going to reduce recidivism or make any meaningful change in the crime rate.

6. Depends on how many days in a row they re-heat it
After three or more, it's "Car Repair Shop" coffee.

7. I did a quick search...
Quite a few county jails have stopped serving coffee. Average savings quoted was $50,000/year. A couple of the jail operators also said inmates were using the coffee as a weapon--hot coffee, because of the oils in it, will burn you badly.

}( More business for the black marketeers. Coffee is an easy smuggle and way easier to use under the table than lighting up a cig. I guess black market profits are off and they need to boost the economy.

15. There's no need for them to "smuggle" it
Of the jails that no longer serve coffee, most of them said they sell instant coffee in their canteens. Only Arpaio's gulag doesn't.

So...save fifty bills a year in county-issued coffee, and make money selling it at a profit to the inmates? That sounds like a creative way to help fund your operation.

which helps correctional officers keep inmates reasonably well behaved.

Juice would be more expensive, so I'm not sure there's really any savings. And they can make the coffee at a lower temperature, and certainly they can serve it at a lower temperature.

16. It looks like Kool Aid is the choice of America's jailers
They said they either serve milk in the morning and Kool Aid for lunch and dinner (or just for dinner if you're in Arpaio's custody--he only feeds twice a day) or Kool Aid three times a day. And that shit is very cheap to feed.
