""We can say with strong certainty that the peak of the crisis has passed," Putin said while admitting that there was still "turbulence in the global economy and in the Russian economy."

Thanks to the oil-price surge, the Russian economy could have escaped from collapsing earlier this year, but despite billions of dollars of government aid, Russia still lags far behind emerging-market peers such as Brazil, India and China.

"Regarding Russia's bid to join the World Trade Organization, Putin expressed his discontent with the United States for its "hindering"role in this process. "We have the impression that, for reasons unclear to us, certain parties, including the United States, are hindering our accession to the WTO," Putin said.

Putin's effort for Russia's accession to the WTO can be traced back to 1993, but talks have remained futile, as today's Russia remains the world's largest economy still outside the WTO."
