When a final bill is presented to the house and senate, do they still need 60% to pass it? |

There is a single up or down vote in the House.
There is a vote on cloture in the Senate and if cloture is invoked, an up or down vote.
Where the fuck were you when they covered this in your civics class?

unless the Senate moves to put it into the budget in what is known as "reconciliation", which is not to be confused with the house and senate conference committee reconciliation of the bill. They are two totally different things. I know, because it confused me, also.
The Republicans got the Bush tax cuts for the rich through the Senate with 55 votes using this "reconciliation" method. I guess they're just smarter than we are (sarcasm intended).
