I ran across a website tonight belonging to the Ithaca Health Alliance. It's a program that began in 1997 to model itself towards offering insurance to the un- and underinsured as a model towards shaping national healthcare reform. For $100 your annual membership allows you to seek grants from the IHA for both preventative and emergency health related issues. I am not fully aware of the full extent of the entire program; so perhaps it is not a model that will exactly fit every circumstance. Perhaps, however; this may be able to help you. Good luck!
