Dem commission, co-chaired by McCaskill, recommends end to superdelegates, early primaries
The Democratic Change Commission -- co-chaired by Sen. Claire McCaskill -- has recommended changing party rules to end so-called superdelegates who are unpledged to a specific candidate.

The party would still have superdelegates (governors, senators, etc., DNC members) under the proposed rule, but they would have to reflect votes taken in primaries or caucuses and couldn't be independent.

The commission also recommended moving the primary calendar back to the late winter and early spring -- although the commission wants the party to encourage that change with incentives, rather than punish those who jump the gun.
